Chin brings over two decades of experience across provider and payer healthcare IT, with deep domain specialization in Medicare Advantage risk adjustment. A hands-on technologist, he drives product strategy, technical architecture, and execution from concept through market delivery into production. His expertise spans risk modeling and risk adjustment analytics for Medicare Advantage and value-based care.

Relentless in pursuing complex Medicare risk adjustment and value-based care challenges, he has led VBC Risk Analytics in building Precise Health Risk Compass™—a robust, modular platform that includes RADV Audit Scrubber, Prospect360, and Retro360—architected on scalable, workflow-driven healthcare data platforms.

Allen J. Flynn is a pharmacist, information scientist, and data analytics expert working at the intersection of clinical practice, health information systems, and population-level analytics. Trained as a pharmacist and computer scientist, and holding a doctorate in health information science, he brings decades of experience spanning frontline pharmacy practice, enterprise health IT leadership, and academic research.

As an Assistant Professor at the University of Michigan, his work focuses on using data, analytics, and automation to improve medication use, clinical decision-making, and financial performance under value-based care models. He studies how computable biomedical knowledge, risk adjustment analytics, and longitudinal medication data can be integrated to better characterize patient complexity, predict outcomes, and align care delivery with reimbursement incentives.
